permission being given for the export of the consignment
mentioned, and I am to observe that the case would
appear to come within the scope of the instructions, with
regard to the export of this material, contained in rə
Ponar Law's telegram to the Governor of Hong Kong of
the 12th September, a copy of which enclosed with

September.
